I have the honour to submit for the
signification of His Majesty's pleasure the following
Crdinance intituled:-

An Ordinance to apply a sum not exceeding
Forty-nine million seven hundred and six
thousand seven hundred and eighty-seven
Dollars to the Public Service of the
financial year beginning on the 1st
January, 1940, and ending on the 31st
March, 1941, and also to apply an
additional sum not exceeding Five hundred
and fifty-nine thousand one hundred
Dollars to the Waterworks Renewals and
Improvements Fund for the service of that
Fund in the said financial year.
The enclosed report by the Attorney General
explains the objects and reasons of the Ordinance.
A special third section has been added to
cover the appropriation from the Waterworks Renewals
and Improvements Fund and a schedule of expenditure is
included in the section and also in Appendix VII of the
draft estimates which were transmitted to you with my
despatch No.722 of 17th November, 1939. This procedure
for the provision of statutory authority for expenditure
from the Fund will be followed in the future. For
1939, as you are aware, no such provision was made in
